Then a few years later anther dictator will be in power, some minority will be being persecuted by the Govt, and the world goes on like nothing happened......

For many Centuries the Middle East has been ruled by the one who has the most support and if anyone thinks this system is going to change anytime soon is dreaming.
Politics and Religion go hand in hand in most of these Countries with the 'selected' Ruler wearing both hats and using both Secular and Civil Laws to govern.
It took the West a few Centuries to realise both have their place in Governing but need to be used separately.
