I was there last week, there's no fence around Uluru and there's no fence around Kata Tjuta, there's fences along some of the walking tracks but nothing to stop you touching the rocks. Other than having to pay the park entry fee I certainly wasn't approached to pay any park ranger. And if you look closely enough there's a heap of wildlife. No burnt out commodores either, so I'm not sure where the OP was?
And while there's a lot of Aboriginal culture I don't understand I'm happy to respect their request not to climb, or to take photos in sensitive areas.
The simplest way to kill a tourist attraction is to stop people going there and from what is being said, they are succeeding magnificently.
What it needs is a concerted effort to really publisize all the restrictions and encourage people to go elsewhere.

i drove there from Adelaide and i can tell you if your car breaks or runs out of fuel if you leave it it will be striped before you get back.
they seem to clean up the cars with in a certain range of the rock.
did you walk around the rock.
if you go onto google street view there is no fences or railing.
i climbed it on 1/6/18.
the aboriginals moved there AFTER the white fella became interested in it.
the rock was just a stop point after it rained because of the water.
i know the guy that built the runway next to the rock you can still see it from google earth and he says its all BS about the story's they say.

just go and enjoy what you like these signs only apply to scaboriginals if you dont believe in their "culture" you dont have to abide by them they are not a statutory body and have no right to controll what you do there so just enjoy the sights and to hell with the bull shut

what annoys me about that sign is it wasn't applicable 200yrs ago so how has it suddenly become so? Who decides? If they could see into the future they would have invented cameras lol
I also forgot to mention we arrived at Ayres Rock in the rain and it looked magnificent with all the water falls coming down the sides. A must see if you can plan it.

Don't believe everything you read on the intrawebs Gordon, last week Yulara was packed, and the local walking tracks and tourist sites were very busy, so if you were thinking that people will stop going out to central Australia you'd be wrong, all that is happening is sometime next year you won't be able to (legally) climb Uluru.
There's what...3 or 4 spots in 10.4kms that ask you not to take photos, you're free to make up your own mind to do as requested. Similarly, there are some fences in front of some areas, not many, and generally in front of heavily-tracked areas or areas of spiritual significance, clearly if you wanted to go over the fence you could - again your choice.
How about, for balance, you post up photos of Uluru that you could touch and access.

i am thinking of going back in 2019 to climb it again and make a full map of the no photo zones.
i am a map junkie and have some Z18 and Z20 maps for oziexplorer in ozf4 format.
the entire NORTH side and EAST side is a no photo zone and you cant get to it.
most of the south side is a no photo zone.
Still beats me why people spend a small fortune to fly there or drive there....
I was told by friends how "moving" it was... Pfft....
They obviously had better drugs than me.
And as for those people paying $300 for the twilight dining experience, bahahahaha, money to burn!
The one Company owns all the Yulara Accom (Voyages I think) and is also a Tour Operator.... Cha Ching, Cha Ching!
