Default Alarm System Help at Workplace

At our worksite I've been made responsible to sort out some issues with the alarm system.

We currently do not have enough keyfobs for all our employees and need to arrange for more to be purchased and programmed. The ones in use are:

I will need to purchase about 100 of them, but purchasing through the contractor that set up the system will be prohibitive in cost. But I'm not to sure whether I can buy just the ones of ebay and program ourselves? or buy a cheaper type of ebay that would work?

IAs a side note, I have a bosch panel at home and haven't had any issues in buying online fobs to program myself.

What concerns me is that the contractor writes that the fobs need to be group programmed by the wholesale and I do not know what this means. This is what he has written in his quote:
"Addition of prox access fobs to the current Tecom Challenger system
The system was upgraded 2 plus years, but the access fobs were carried over from the previous system. 15 plus years
To add new fobs, they must be group programmed and set with the correct site code.
Will start with 10 fobs, there is actually no minimum, and the first price break starts at 100 fobs for a single order.
Turnaround need to allow three days."

    Any help or comments appreciated.

    Thanks,

    JK

Yes the tech/contractor is correct. The fobs need to be setup/programmed by the supplier to match your system in terms of site code and user numbers. I suspect the ones you get off eBay are blank fobs with no information encoded on them.

If the panel was upgraded 2 years ago then it will probably be a Challenger 10 which does not need to have the same "site code" as the system uses raw data generated from the card info which can be assigned to a user.

Most wholesalers will have a random number of pre-programmed tags in stock.
