To the contrary, there are people here claiming electronic dash displays and driver aids should be treated the same as someone watching entertainment.
Surely that’s just common sense? There can’t be exceptions for passengers holding displays that can be watched by a driver - the idea is to stop distractions to drivers inside the car.
I’d suggest there is more to the original story than being told. I see countless idiots driving on Sydney roads watching YouTube or similar videos, or making video calls every day. For the cops to stop this car and give a ticket when the passenger is apparently watching a laptop is suggests there is more at play.

On the rare occasions I feel brave/stupid enough to drive around town I can safely say that women here have perfected the ability of multi-tasking...............driving and holding/using their mobile phones whilst driving
You must live in a really old fashioned..............dare I say backwards area OB, where the womens have not, as yet, perfected the multi-tasking abilities the rest of the country/worlds womens practice on a regular basis

I have hands free (I thought all modern cars did) so I throw mine in a basket in the boot.
Especially when travelling. Got stopped once in Brisbane cause I had my hand up to my ear, leaning on the door bored in stop start traffic. The cop said I looked like I was on the phone so I explained the situation. He was good with it but asked me to keep both hands on the wheel.
The fact that there's a highway to hell and a stairway to heaven says a lot about the anticipated traffic flow.
Strictly speaking you are supposed to keep both hands on the wheel. He would have to be an absolute pig to book you for that when stationary.

I find it hard to keep both hands on the wheel when changing gears or applying the handbrake.
Especially in town, up and down gears all the time....
I do how ever agree there is a massive proportion of the younger generation using their phones while in traffic.
Hence why I'm shocked that police would pick on a passenger using a device....
They obviously never seen live road tuning of various ECUs
I imagine in the case here, they were watching a movie or similar and got busted.... Pretty easy at night.

Speaking of which.... There was a member here that used to drive around with his laptop running in the passenger seat and facing him as part of his job!
Was on a pivoting arm.
He runs live 3G and 4G signal logging as he drives certain routes.
Interesting that you can run 5 CB radios which requires you to take your hand off the wheel completely and fumble with channel buttons, scan buttons and that is perfectly legal.
