SVG-Edit is an open source browse based SVG editor that allows you to open and save files to your computer. I've used it multiple times, and it is much easier for basic SVG create/edit than Illustrator.

Adobe illustrator could give you vector format flat of this image but you will have to draw whatever you want wireframed out. There is 3ds max it takes some getting used to so if you are not going to be doing this sort of thing the whole time I woudl just get somebody to do it for you make sure however that you get it in a format ( if it is a 3d model ) that you have the software to actually open it with.

For what it's worth, my buddy who makes edge lit signs, was not able to use an SVG that I exported from Illustrator. He had better luck digitizing a high resolution JPEG. Not sure if there were SVG options that weren't set right, but AI wasn't the best option for a CNC router.
