Default Returned From Active Service badge

Cleaning out the not deceased father in laws house and garage we have come across a Returned from Active Service barge which appears to be from WW1.

It has the number 60669 stamped on the back.

My FIL was never in the military and I wonder if there is a way to find out whose it was.
