It’s been in place with PayPal for more than 2 years. It was likely in place when you added the card. The mechanisms behind it are used by many companies, not just PayPal.
Surely checking the policy (it’s in plain English, not ‘lawyer’ speak) that you have agreed to would be the first place to start before making ridiculous claims that PP is a ‘spy agency’, or wasting your time ‘annoying’ (your own words) PP, your bank, your credit provider, the Ombudsman and anyone else you or others were going to harass.
I'm certain I also receive such e-mails, however, to my detriment, I tend to ignore them along with the number of purported ebay messages that I get telling me that my account has been locked, or the like.
