AHA its a hi pot tester designed to test high voltage insulators on 12kv switch gear and transformer equipment the black insulators are Bakelite output terminals ,the two on the top are for connecting a variac to supply the input . Be careful with it as some of these were filled with pcb oil and its carcinogenic originally they were used with purified veg oil but if it smells like a lemon you have big problems trying to get rid of it . In the sixtys there was a ship with a incinerator built into it from Sweden it used to be the only way to get rid of pcb,s burning it off between voyages from country to country , Back in those days we had to collect the caps out of fluros and they were stored by the power authorities until the ship arrived then delivered to it . Dunno what happens now the tranny is capable of 50kv and could handle a flash over with a very loud BANG when we used them we had to put up fishing nets on wooden poles to keep people out , no metal allowed . I used one at tom price in western aust to find faults on the hv trailing cables ,( #.7.3kv 3 phase 120 amps )for the shovels and drills ( Marion and p&h and Bucyrus Erie) lots of fun for killing rats , they never knew what hit them lol
