Default 18650 cell *exactly* 18mm or some a tiny bit less?

Strange question to ask, but are there some brands of 18650 cells that are slightly less than 18mm diameter? I'm repacking a battery pack and 18mm won't quite fit, 17mm would just squeeze in though. I could get 16650 cells, but they're harder to find, more expensive, and don't have the very high capacities some 18650s are claiming.

18650 is a standard sizing ~ 18mm x 65mm -- if you found 18650 cells that weren't 18mm in diameter, they are not 18650 =) Some manufacturers deliberately use 17xxx just to thwart DIY cell replacement.

Some claims about 18650 cell capacity are bollocks ; rule of thumb is a 'good' 18650 will have around 3500mAh, a 'poor' 18650 will be down near the 2000~2500mAh.

As you say, 16650 is the closest comparable in capacity in a size that's going to work for you ; depending, you can sometimes remove the outer plastic sheath on 18650 to gain millimeters, but of course you need to make sure the cell cases doesn't short out on anything they shouldn't.
