In most cases, the phone out connector on the modem connects to the premises phone cabling, which has been isolated from the connection socket the modem is connected to.
Ie: The modem must be a stand-alone first connection to the incoming line (assuming you are connected on copper, not fibre). If you have more phone sockets in the premises, they are then connected to the phone output connector of the modem.
Your phone cabling may require re-configuration.
