If it's pata check that you are using the correct jumper setting.
If its new, initialise and format it.

    Right click my computer
    select manage
    select disk management

Your hdd will be there, you just need to format it.

    How to use Disk Management
    To start Disk Management:
    1. Log on as administrator or as a member of the Administrators group.
    2. Click Start, click Run, type compmgmt.msc, and then click OK.
    3. In the console tree, click Disk Management.

i can see it there how to format it?

Try right clicking the drive, i think there will be an 'initialise' option, after this, you will be able to select the format option.

Just for future reference, XP can theoretically only handle four primary partitions. The help files will tell you this, I've lost too much information on extended partitions to bother with them anymore and know of three PC's running over 8 primaries without dramas.
