Quick Question. Is there a way to see whether someone has 'seen/read' a personal message to them,
even though they haven't 'replied' yet??

No one is obliged to reply to a PM, that is worth keeping in mind. Many people block specific people or have an "approved members list" of who can PM them.

I am of the latter, otherwise people constantly bug me with things that should be dealt with via Helpdesk or send me complaints about petty member squabbles which I have no interest in.

So if you dont get a reply within a reasonable time frame, they likely dont want to reply.
