For those following, the amendments were signed off earlier this week, and come into effect on the 28/10/2024 - the day 3G turns off, and will be enforced from 02/11/2024.
From 02/11/2024, another warning will be sent to non-compliant mobile phones that have been marked as unable to use 4G for emergency calls. From that notification, a further 28-35 days will be given for the device to be removed .
The important part is the legislation requires telcos to disconnect the services of mobile phones that remain on the network following the notification.
There is an exception for foreign travellers with devices from overseas who are here for no longer than 90 day. The exploratory statement suggests they need to be identified separately, so there may be an online form they will need to fill out (maybe with IMEI, etc$ when arriving from overseas.

In a nutshell, All devices regardless, where the IMEI is not on the Australian registry are blocked as of November 1, Vodafone still working but confirmed they are getting around to blocking them by December 1, Optus and Telstra sim card sellers at the international airports are confined to selling phone+sim, Tourist using foreign roaming sim's have access limited to 90 days.
Typical Kontrolfreeks. promoting hacking business. dial *#06# will display the phones IMEI, On google you can find some brain surgeons who can change the phone IMEI. There're plenty of retired phones with registered IMEI whos numbers can be cloned.

Many of the non-compliant phones from overseas markets don’t have access to band 28 (700MHz). This band is used extensively by Telstra and Optus for LTE, and is starting to be rolled out by TPG/Vodafone.
With 3G gone, you’d be mad to be running a phone that does not have access to B28. Doing so will almost guarantee you sub-par reception, poor throughput, or both.
