southern cross on D1

can some one help , i am trying to get southern cross on D1 , i put in the tp 12637 vertical and sim rate 5100 but all i get is a test screen , help

it has been like that for ages. there used to be a working SCB on there, bit now, test bars is all you'll get, and TAIMA radio.
