No, it's a hardcoded limit in greywolf unrelated to Windows tcp/ip.

Was asking the guy at the Frannie pub about it and he said that
it was the fault one of the tcpip library files it was compiled with.
The author decided to leave it to make it a hobby thing only.

Microsoft's TCP/IP stack on their desktop versions is crippled, but that's not responsible for Greywolf's client limit - otherwise the limit would disappear when you run Greywolf on Win2K server or Win2003. The limit is in Greywolf, by design, and the reason is as z80 said - the author didn't want it being used for large scale piracy, just within home and maybe a relative or friend.
