    Default unlocking phones?

    my mums 50th bday is coming up and i want to get her a new phone.
    it seems these days you can only buy one network locked or pay a shitload outright. vodafone still seems to have the most reasonable (outright) prices for phones but the unlocking cost is $75. my mum isnt very tech savvy so i wanna just buy a phone and drop in her sim card (aapt or something?).
    is there a way around the fee?

    vodfone sold me a phone that was locked but gave me the unlock code for free.
