TiVo Upgrade

Bought the box, then heard about the upgrade cost.
The software upgrade will allow the unit to become networkable. (enabled in the US, Disabled here)
ie transfer between PC and TiVo vise versa and a range of mobile devices.
Is it legal for someone to write this upgrade themselves and post it on the net as if you own the box you should be able to do anything with it?
Similar to Chips and stuff put into PS and XBox games?
$199.00 is how much the software upgrade costs after being advertised as tens of dollars.
Even thou Dept of Fair trading are looking into it, a free patch on the net might make the Manufacture think twice or dramatically reduce this excessive price.
Is a patch or upgrade written by a third party Illegal.
