too many variables, is it a lightning prone area? Is there large trees near by? Is the pole metal? is the housing metal?
I am installing a Spectra PTZ to a roof on an upside down U mount (this will have the enviro housing etc above the line of the roof for an all around view.
Will I need a lightning rod nearby to stop any strikes? If lightning hit the pole mount/enviro housing would it fry the camera or is it insulated?

You could install a sacrifical lightning mod to your installation.
Anchor the mother-in-law to the highest part of the roof wrapped in tin foil holding a 6m length of copper pipe.
If you get a hit that close its toast no matter what you do. I've had to replace equipment 10m up a 30m lighting tower that was hit, the tower had a 50mm earth from top to bottom.
What you can do is put a surge divertor in on all the cabling (coax, data power) to help protect the rest of the equipment from a non-direct strike if you are in a lightning prone area.
Sounds like I will try the surge protection and just cross my fingers.

there are quality products such as novaris that cover power, coax and 485
You need them at both ends of the cables to protect the devices on the pole and in the control room.
It will cost about $600 per camera but in most cases works.
