Windows Explorer Replacement

I need a simple program that can replace the explorer shell and provide the following features

Need to add specific programs to the desktop or a top/side bar
Must not have the start menu/taskbar down the bottom.
Time must be shown on the screen somewhere.
The ability to run the explorer shell manually via password.
Disable/inhibit the ctrl+alt+del->task manager options etc.

I know I have used something simple like this before but buggered if I can find it again.
