That's just the version he used. Others will work too. If your problems persist then by all means try other versions though. (FWIW I normally use 1.05C.)
Your error is probably because the program is configured for direct port access, which works fine under Win95/98/ME but gives access violation under NT/2000/XP.
You need to copy the ic-prog.sys driver into the same directory where IC-Prog's exe is. Then, ignoring error messages, go into the Options | Misc menu and check the 'Enable NT/2000/XP driver' option. Then close and restart the application.
Then go into Settings | Hardware menu, choose Win API option and select your programmer type (eg JDM Programmer).
