Check for resources conflicts. open control panel, System, Device Manager tab and click on the floppy drive controller and right click on standard floppy controller and check the properties, resources tab and see if there are any conflicts, normally IRQ 6 and DMA 2 are for floppies.

Reboot into safe made and see if it works then... if it does there is some driver conflict.
or a long shot... this is usually an unrecognised CDROM problem...
Click Start, click Run type regedit, and then click OK.
Locate the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\{4D36E980-E325 11CE-BFC1-08002BE10318} if you have the right key you will see floppy drives mentioned in the right pane.
If in the right pane you have Upperfilters then click Upperfilters, and then press DELETE.
When you are prompted to do so, click Yes to confirm the deletion.
If you don't have Upperfilters entry then this is not the problem and you won't need to continue here.
In the right pane, click Lowerfilters, and then press DELETE.
When you are prompted to do so, click Yes to confirm the deletion
Restart your computer.
If the issue still exists, repeat to delete upper and lower filter entries for the following registry subkeys:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Cl ass\{4D36E980-E325-11CE-BFC1-08002BE10318}
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Control\Cl ass\{4D36E980-E325-11CE-BFC1-08002BE10318}
Then, open Device Manager. if your floppy disk drives are still listed, remove them, and then restart the computer and let xp re-install the floppy drive.
