I say its coming from the Strong if you measured the LNB terminal on the receiver and its on and then dead after booting and the LNB setting in the menu is on.
Measure the voltage on the F connector for the LNB on the decoder itself, with nothing connected to it (other than the multimeter probes).
If the voltage doesn't stay on, then you may have a faulty decoder power supply.
If it does stay on, then it indicates you have a short somewhere in your cabling, or the satfinder or LNB is faulty.

finally, i found the bug of the whole thing. i use a external 15V power to connect to sat finder today and got very good signal for a few satellites. i think all the issues came from the receiver. thank you for all your help!
