I believe the setting is in the actual page header.
I know in Firefox (i know you aren't using that) you can disable the auto-refresh. Under, Tools, Options, Advanced, 'Warn me when web sites try to redirect or reload the page'.
It is my understanding that when browsing a page will refresh at regular intervals controlled by feeds from the site your browsing. Please correct me if I am wrong. Does anyone know a tweak in XP (IE8) to cause a page to refresh at a predetermined regular interval without physically clicking the refresh page icon?

It is true that IE is set to allow refresh triggered by the site. Also if you want to get your browser to autorefresh all the time you can get an add-on for IE which will do it for you. Just google "ie autorefresh" for heaps of options.
In case you doubt you browser is refreshing on the website commands you can check the setting in "Tools/Internet Options/Security/Custom Profile" where you need to find something like "Allow Meta Autorefresh" option which can be enabled (default) or disabled.
