Soul, Optus, Vodafone, ... provider locked?

i am looking for information if phones sold with a contract are locked to the provider. Would appreciate if someone who is with soul, vodafone, optus, .... could tell me if they received the handset locked or unlocked.

optus & soul only prepaid fones are locked
vodafone contract fones can be unlocked online for free
