D1 speculation

Just finished a blind scan of D1 and nothing fta or otherwise.
Why on earth would they spend mega $ and not use it?
any ideas ?

That is a option but I was under the impression that being in Melbourne they would limit the programing. I'm pretty sure that it is almost illegal to watch the NRL live here in Vic.
