    Default Vista File/Folder/Drive permissions

Like many, I have reinstalled my OS many times over the years. Usually it's no problem and everything with the drives is ok, but when it comes to sharing folders I am finding that only the files I created with the current OS are visable across the share.

I can modify the security permissions and inherited right to the current user and it seems to fix it up, but now another problem I found is with defragging the drive.

I have two Vista installs, one on an SSD and one on a Raid0 array, what I found now is if I use the same defrag program (this one is defraggler), I see different locked files on each OS. So on either OS I can't do a defrag the way I would like to see.

So my question is what would be the best options to use whether it be tinkering with security permissions and ownership settings or some 3rd party program to make ALL the files and folders accessable and movable with this or any other Defrag program.

*EDIT* I forgot to mention this drive at question is a data drive, not an OS drive.
