Right click on a blank space (where the RUN command should be) Click properties, start menu, customise, then click the advanced tab, scroll down in the Start menu items: box, tick the run command box, OK/Apply
Should work for you.
Somehow or another I've lost the "RUN" radio button that appears on the right hand side of the pop-up menu after clicking START in windows XP!
I'm not so worried about where it went, but moreso on how to get it back where it belongs!
Any thoughts?

But then and again THAT had nothing to do with XP!
