what, no ocean view ... hardly worth it

One of the first I would think was what we localy called the 'Revolting Resturant' at the Scenic Railway/SkyWay at Katoomba, NSW built in the early 1960's.
You used to be able to walk underneath as it was a kiosk selling souveniers to the Tourists.
Way earlier than that was the numerous Railway Locomotive turntables followed by Katoomba and the Centrepoint Tower's Revolving Resturant in Sydney so 'Revolving' things isnt new, just inventive applications to it.
I stand unequivicably behind everything I say , I just dont ever remember saying it !!

If I remember rightly there was / is a 'revolting' restaurant on top of Mt Dandenong in the eastern suburbs of Melbourne.
It has been there since before I moved to the Croydon area in the mid to late 60's.
Its near the Channel 9 TV Transmitter tower.

It's still there... called Sky High, but I think it has a fixed-floor these days.

Last time I was there it didn't move.

I recall seeing a similar concept in a popular mechanics mag from the 60's it used slip rings for the power and rotating joint for the water.
Id be happy with his old house on my budget...

A lot of them always seem to be near TV transmitters - altitude for the vista i guess.
I think there's one at Black Mountain in the ACT too...
