A bit like ringing your own phone number! Why would you want to access it via the net when you are right there with it?
howdy my aunt says why cant we see it from home in regards to her webcam.
She has a security camera set up with a DVR and it is ethernet connected and can be viewed from any computer off site.
If she tried to view it at home the IP address cannot be viewed

mabie try access it with the local ip address of the camera and not the external ip
sometimes you just like to know it works, It is not an IP address of the camera, it is the IP address of the DVR. I did eventually get to the log in page but the admin/admin log in did not work from the computer but it does from off site.
Strange.

That's because you are entering the EXTERNAL IP address (router) from the "Outside" which is being forwaded to the INTERNAL IP address (DVR) via a port on the router e.g;
Remote pc ---> Internet ---> Router ---> Port # ---> DVR
When you are on the same network you need to enter the INTERNAL IP address.
LAN PC ---> Router ---> DVR
