you can get a ATA and come voip lines. i would recommend them only for outgoing calls. The company i work for do this sort of stuff and we are in lilydale if you want a hand.
Skype phones with Skype In & Out and a good internet connection.

I suggest looking into Virtual PBX. MyNetFone and IInet have a good service on these products. If you choose to get VPBX you may either need to upgrade the commander or purchase some VOiP Deskphones (Cisco SPA504G) which are about $130.00 each.

Obviously with 5 incoming Lines, a simple ATA / Skype system would not suffice, because you also have inhouse communication, you might have a receptionist?
You could plug multiple ATA's into the PABX if you want to save money, but this also has restrictions compared to SIP accounts.
So an IP PBX is the ultimate answer, depending on your calls, Local / STD/ Mobile to how you go from there, remember when the net is out and you only have one line (pstn), your system is restricted.

Voip is good if your data is good use skpye on a pc to see if you have reliable internet before you go spending money on a hosted voip pabx once installed with crap calls you will spend more money going back to reliable pstn. there are plans which you could sign up to with carrier which included all calls
I am located in the US, but we use a FreePBX box, it used to be local at my office (Physical machine) but I recently moved it to Amazon Web Services, we then use a wholesale voip provider for the minutes. We have an office of around 12 people and we maybe pay $40US a month for all our calling.
Yeah, as other have said an IP-PBX is your answer...
The problem I have found with Virtual PBX providers is the expense of the handset rentals... One customer I have runs a small 10 unit holiday resort, they started of looking into Virtual PBX but with the 18 extensions they have it was over $200pm plus then the external lines. I managed to provide a system that includes 4 external lines, customised IVR, any number of extensions, QOS of their internet connection to ensure quality phone calls, automated out of hours transfer, and ultimate fail-over system. They've now managed to get their complete bill to below an average of $50-80pm which includes international calls. The only initial expense they had was the supply of IP-Phones and other hardware to allow for controller WiFi access. The other advantage is all the configuration is done remotely, so all I had to do was freight out the phones and they managed to plug them into their network.
