I think some comments along these lines appeared on the forum earlier. I think that the initial firmware would not update reliably unless you used a 10700 lnb. The UEC guy advised that this is now fixed... but you would still need to use the 10700 lnb (which is less prone to frequency drift) until you have successfully updated the firmware OTA.
So the symptoms you describe match the situation where you have installed with a universal or 11300 lnb which may have too much frequency drift and consequently cause the box to fail in update attempts... on failure to register or update the firmware OTA, it will re-boot, re-scan etc.
You might have to shift the box to a location with a better lnb initially, unless you can get a updated firmware to load via usb (something I have no knowledge about).
The other less likely possibility is that you box is faulty.
