I would like to pay someone to make me a flash game, maybe a shark and how many fish he can eat, avoid the poisonous fish, electric eels and have it round based.
ie. it gets harder as each round progresses.

I don't have a lot of money so looking for someone who is keen to get their name out there, I have 20,000 likes on the Facebook page so your gonna get a bit of exposure.

I actually saw an arcade game that looked a lot like what you are describing just last night, doesn't help your search for someone to do this project but just a coincidence I guess
