If your looking at the optus transponders on D3 etc that have a FEC of 3/5 the old 9500 won't work with them because the transponders are running DVB-S2 and the 9500 as far as I'm aware only receives DVB-S.

Can an older reciever such as a nokia 9500 be worked on to recieve the new FEC 3/5?, or say an eM-200?

If you are asking if you can use another receiver other than the only official UEC VAST box to receive and decode VAST.... the answer is no... not at this time anyhow.
Group I just wanted to log and view the data stream, the only thing stopping me is the FEC ratio. If you look at others that are different as you state, if you can set the symbol rate and fec you can at least get the data stream.
Looks like you either need a UEC VAST stb or one capable of receiving DVB-S2 at least.

My Strong SRT 4910 receives the VAST signals and displays the (unencrypted) info channel, so it's likely most DVB-S2 receivers will work.
