When was the last time it was updated with quickfix?

Quickfix is updated on line with TomTom Home and loads GPS satellite position information for faster loading/startup.

I'm assuming when it's started up the unit is correctly positioned outside/in a vehicle and left for at least 5 minutes waiting?

Ok, if Home is used it can't be the GPS problem of the VIA series.
Especially after an update it can take quite a while to get the first sat fix.
If the quickfix data was updated through Home it should work in about 1 minute.
It is also possible that something went wrong during the update and the GPS data is corrupted.
Inside the "ephem" folder should be 3 files:
    ee_meta.tlv
    ee_meta.txt
    packedephemeris.ee
    Sometimes also a file lto.dat
If one of the first is missing or has 0 bytes than it is most likely corrupt.
You take the files from a backup or delete the content of the folder ephem and do an update through Home.

I found sometimes TomTom home may have trouble finding, downloading or installing the latest quickGPSfix data files. Which are used to lock onto satellite.

To overcome this I usually have to use tomtom home to
    manage my <insert tomtom model>
    remove items from computer
select quickGPSfix data and delete all
    then rerun update.

Doing this will then guarantee the tomtom home will download the latest quickGPSfix data files.
