Does anyone get a screen like this?

I use chrome and sometimes get a screen like the image below. Scrolling down the vertical scroll bar brings back the page. It only ever happens to me on Austech.

I just get that the Austech site is down everyday!!!! 3am is not a good time

I had this happen to me the other night on a laptop using chrome browsing ebay. I switched tabs waited for about 10 or more seconds and switched it back and it disappeared.
