    do you have a network?
does the old computer have a cd/dvd burner?
do you have setup files for all your software?

if new 1 has windows installed, you need to transfer my docs, emails, vids ect
either by network, burning disks or you can put the hard drive from the old into the new and copy them from 1 to the other.
i wouldnt bother trying to copy programs over as most wont work like that. they need reinstalling.
you can try cloning 1 drive to the other with software also but thats another story.
