is it not starting A: when its hot or B: when its cold or does it randomly play up. I have seen this code 24 on a Mazda bravo that would start fine some times and not others. turned out it was the fuel shut off solenoid on the pump.
Quite a easy fix but from memory the solenoid was quite pricey.
(the immobilizer turns this on to allow fuel so the engine will start) hence when it fails to open the code appears.

I wonder with the information provided by carjackma if its possible to remove the solenoid and plug the hole to start it?

seems its a module on the back of the fuel pump, security feature, related the the solenoid
my mechanic: i cant fix it, code 24, i only have code 23
ford: we cant fix it either, its a ford, well we can, if you pay $2500 for whole new pump system
diesel mechanic: i havnt got time, but if you pull pump off, bring it down ill do it,
    looks like thats the option
