Ok, before doing that I had a thought and submitted Nasa's IP address to spam organisations for checking. Its blacklisted at major spam databases.

It says a bit about the ISP when they dont even have a team that reguarly checks these databases for users abusing their network.

I dont really think its worth me sending a support ticket because I have no doubt, as per ssrattus's conclusion, that it seems like Austech's host is blocking the IP. I have no doubt that they are.

If your internet plan has dynamic IP, you should be able to get a new IP by disconnecting from the internet, waiting 5 mins and then reconnecting.

If your internet plan has a static IP, (or you cant get a new one by doing the above), you will need to contact your ISP and ask them for a new IP address that isnt banned on spam databases.

Also check your computer for trojans, virus etc

I've just scanned my system. AVG found nothing (which I know necessarily doesn't mean it's not infected).

Admin, which IP did you find to be blacklisted ?

My home network 122.148.86.250 is the problem. From what I could gather from the links you provided, this IP is not coming up blacklisted.

My tethered IP 101.168.213.75 allows me to access this site. I'm a bit confused because this IP appears to be blacklisted on the links you provided.

Maybe I'm reading the results wrong.

If my PC is infected, theoretically shouldn't both my IP's be blacklisted ?

No, sounds like I read your IP's wrong, but your tethered one is blacklisted. Ironically the one you can use

I will open a ticket with our host, they are usually pretty good.

Just waiting to hear back from them :

    Hi Andrew,

We've reported this to the NOC so the network engineers can get to the bottom of the issue. We'll report back the minute we hear from them.

    Regards

Can you please ask your user to try accessing the server / website again? According to the network engineers who contacted the remote network provider they've adjusted some routes.
I provided them the url of this thread and I would say based on the suggestions and tests we did, they have traced the issue to one of the network providers (that you see in your ping results) and have asked them to make some sort of change in the way traffic from your provider is routed.

    Told ya they were good
