operating Belkin Wemo Switch from external network

It was easy to set this device at home (using the home wifi network) and I am able to switch "on and off" via the mobile app WEMO. However, I have NOT been successful in configuring to control the switch (via WEMO app on my phone) being away from home. Can someone give me the correct procedure.
The device is marketed as it can be used from ANYWHERE as long as you got an internet connection.Step by step instructions would be much appreciated.

Update:

Now i am able to control the switch from a different wifi network away from home.
I still do not know if this can be done using my mobile internet connection on the phone.
