Voice over Internet. The technology that allows you to make phone calls over your Internet connection. Most VoIP phone services come with an adapter that has something called a Dial Plan. Inside the Dial Plan you can tell the VoIP adapter: "If I dial 1345 123456 then send the call to 08 8015 2092 instead".
In your case, there is an alarm receiver that answers calls on the 08 8015 2092 phone number, so your alarm panel would be able to dump it's signals for just a cent or two instead of 35 cents. Not an ideal solution, but 33 cents per call better than your current situation.

What you need is a security technician who can either deprogram your system such that it does not make any further phone calls, or more sensibly, connect you to a decent monitoring provider, with or without phonelines.
