Go into bios and in the power settings there should be a option that you can set to say turn on after power loss.
Can anyone tell me in the absence of an UPS how to cause a computer to auto restart after a power failure, I remember we had a remote narrowcast installation years ago which was set to do just that but I can't remember how we did it .. I have searched this without any luck, maybe using wrong terminology, its probably something simple but it escapes me atm.

I thought it would be something simple like that but for the life of me I couldn't remember where to look.
No computer should really be without an UPS these days. Data is easily lost / corrupted when power is dropped on a PC without a proper shut-down.
UPS are not expensive really - even a cheaper one would allow a controlled shut-down and is better than no UPS at all.
APC is a very good brand.
