2GB SD Cards Issues

Anybody know if a 2GB SD Cards (FAT) has file restrictions for files in the root folder?

I can't seem to fit more that 400MB in the root folder before getting a "The directory Or Folder Cannot Be Created" Error.

I'm transferring heaps of photo's onto the card to put into a digital photo frame, but unless I put them in folders it seems it has some sort of restriction on files dropped into the root folder.

Formatting it to FAT32 didn't seem to help either?
