Depends how much storage and traffic you intend to use.

I can recommend hostingbay business plan for $43.60/year. 1GB space and 2GB traffic/month.

SSL cert via godaddy or rapidssl using various coupons can get you one for less than $20.

Also depends on the security level needed... There are some SSL's out there for free - I've used a couple for in house webmail access, low priority bulletin boards and for testing of various webpages. Probably wouldn't recommend for something actually serious with deals with some form of monetary items though. Then there is also free hosting sites out there no frills, no reliability etc, etc.

Anyway, it really depends on what your requirements are - everybody wants it "all" for free, but those who "need" it will pay for it.

It also depends on where you want to host your site. Australia is expensive and provides no right of free speech. The US is cheap and does provide it.

Use a Russian WEB hoster, ex.
Benefits: there you can host any contents without the fear your site will get closed by western authorities.

Yes, the Russian Internet can be a dangerous place, but it's likely no more dangerous than the American Internet if you take the same precautions you would anywhere else.

That sounds rather expensive to be honest. Bluehost offers hosting plus a free domain name (for the first year) for around $60 if you pay for it all up front. An SSL certificate will run you around $35, but you may possibly find them for less. What exactly do you need the SSL certificate for though? If you were planning on trying to process payments through your site, you can easily just use something like PayPal, without the need to secure your own site with SSL. Their site is already secured, so there wouldn't need to be any personal information posted through your own domain.

If you really want to look into some cheap options, Google has some program going right now called Get Your Business Online where they supposedly give you a free domain and free hosting. I haven't tried it out yet, so I am not entirely sure what the catches are just yet, though.
