the lo frequency for that lnb is 10700, so you need to make sure you have the correct setting in your box.
the 15 degrees is the skew setting or rotation, usually in reference to the output fittings from vertical or pointing down....

The 15 deg setting will be a starting position only.
LNB skew (rotation position in its holder) has a direct effect on signal quality.
To obtain the best possible signal quality, you will still need to make fine adjustments to the LNB skew, whilst being able to see a signal quality scale, either from a satellite meter with a signal quality scale, or from a satellite decoder displayed on a screen.
