i can do the text but forgot how to insert the local file
need to save it as a htm file

What e-mail client do you use?

At present Windows 8 Mail app supports only text as signature, there aren’t any options to add images, font formatting (HTML/rich text).
But you can install Window Live Mail. Windows Live Mail supports to add images, font formatting (HTML/rich text).
