We need a physicist. At what velocity does a rubber road cone manage to puncture a safety-glass window like this?
17.235 m/s with an angle of attack of 34 dg.
Provided the base hits as pictures, otherwise, it will just rebound. unless the air temp is above 23 dg then there is a chance, 83%, that the tip will penetrate the glass.
Assuming standard 10mm glass to the Australian standard.

I've heard no reports of 50kg Iced up kids traveling at 17.235 M (mach - speed of sound).
Edit: Not too many traffic cones travel at that speed either.

Nah! You don't need a physicist, Photoshop is a lot easier.......
to be honest what happened is they hit the glass with another tool and then stuck the cone there with super glue
