It looks very corroded , it's been in contact with water for a while . Also looks like cast alloy with a steel spindle ?
but i can say 100% it does not belong to the artillery round

Here we have a enameled USSR border guard badge from 1970/80s
This badge was established in 1973 and was worn by the head of a Border Guard patrol, the most experienced soldier or NCO of the group. It is thus a type of "duty officer" or "duty soldier"
badge. The soldier wearing the badge had the power to stop and search people in the border zone
and to make arrests if necessary.
I googled a few more pics and that is it for sure.

I do have quite a few USSR medals and orders though, I started collecting Soviet stuff years ago but stopped when it got too pricey for me.
Here we have a group shot of some German iron crosses WW1 and WW2 era , first class and second class , with ribbon loop is a second class and just a pin at the rear is first class , magnetic iron core and 3 piece construction with silver frames

These are German WW2 winter fundraising "tinnes" made from glass , approx the size of a 20 cent coin , these are from the series pond life .
Germany made hundreds of different series of winter fundraising tokens , Most were pressed tin or plastic in a large varieties of themes to support the motherland.
