Its a bit ironic in the US the land of free enterprise we have a carbon tax buying poor people solar panels ands in Australia under Direct Action poor people are buying free solar panels for rich polluters.

Not if you on certain Pensions as any 'PayBack' is regarded as an Income and the Pension is adjusted accordingly.
Those in Victoria could possibly benefit because I believe you have a choice of how the Solar energy is metered (IE Reverseable meter) but in NSW, as far as I am aware we must have one to measure usage and one to measure power generated.
