    Default MS Updates

    Win 7 U x64 with IE11 Office 10 Pro Plus, May and June 2015 updates broke my ability to download .xls and .zip
    any help

    explain broke?
    wont open?
    go to control panel
    default programs
    associate files
    anything thats .xls or xlsx set to open with excel
    anything .zip set to open with winzip or winrar

    Sounds more like your security, than windoze. Can you give us a link, so that we can try?

    So IE refuses to download XLS and ZIP files and you're convinced this has something to do with the patches Microsoft installed in May/June, this because you hadn't this trouble before 12th May, 2015, you haven't changed IE's settings after this date in any way, you haven't changed the attributes of the folder where IE temporarily stores downloads after this date, and you already have reset IE to its defaults after 9th June, 2015 and revised these settings according to your needs, especiallly "Handling MIME Types":

    MS Excel has the following observed MIME types:

    application/vnd.ms-excel (official)
    application/msexcel
    application/x-msexcel
    application/x-ms-excel
    application/x-excel
    application/x-dos_ms_excel
    application/xls
    application/x-xls
    application/vnd.openxmlformats-officedocument.spreadsheetml.sheet (xlsx)


    ZIP archives have the following observed MIME type:

    application/x-zip-compressed

    If you have registered the MIME types that relates to XLS and/or ZIP file with IE, and IE still refuses to download XLS and/or ZIP files:

    The problem you currently have with IE indeed may be related to the patches Microsoft installed in May/June, you can't exclude this possibilty.

    To narrow down the problem you simply could uninstall the patches Microsoft installed in May/June - 5/12/2015 through 6/9/2015 - on your system running Windows 7 plus Office: Alone in May 14 updates for Windows itself, another 11 for Office 2010, and an updated version of Silverlight (in total ~250 MB of size). You later on always can reinstall them.

    stated in my op cannot download as in this response "the file xxxx.xls cannot be downloaded" or "the file xxxx.zip cannot be downloaded".

    I download a .xls daily 5 days a week, has to do with investments.

    I normally do not install updates when they first come out until I have determined it is safe to do so.
    the May updates had one known to cause problems this one was not installed when I installed the May and June updates on June 12
    I have made NO other changes to the computer prior to the updates, worked on the 11th did not work on 12th.
    I have already started the process of removing all of the updates.
    I am able to download the files in question with Firefox, not with IE.

    Because Firefox does well, may be the "Cumulative security update for Internet Explorer" released June 9, 2015 (KB 3058515 ) is the evil-doer. But I don't know: don't use IE.

    Try an alternate browser and see if you can download using that. It will then, at least point you in the right area to look.

    as an update to this problem, removing all of the May and June MS Updates had no effect.
    I also found that if I logon to the administrator account I can download the files with IE 11
    if I logon to my user account which is an administrator level account I cannot download the .xls .zip or .pdf type files.

    What's the behavior if you create a fresh account and you use it?

    First of all:

    The Windows Update application doesn't rely on presence of any browser, simply no browser involved. Whether you ever fire up IE or not, it’s Windows Update that will keep things up to date for you.

    If you configure Updates in Control Panel to happen automatically then you won’t even need to visit Windows Update or run the Windows Update application to keep your machine up-to-date. It’ll all happen automatically, no IE required.


    Secondly:

    If you for any reason must run IE then I'ld follow Microsoft's HOW-TO to have a clean IE

    already tried system restore, could not complete due to file not found, no changes made.
    uninstalled IE 11 and reinstalled, no change.

    from memory, if you uninstall ie 11 & reboot, ie 8 should be default
    maybe try that
