My 2c: if you really care about quality, think again about using an IP system. The difference in quality is amazing - it's like going from a pinhole lens film camera to a decent digital still camera - particularly when you need to play back a recorded event. It may be the difference between seeing a recognisable face versus a blurry blob.
Again, if you really care about quality, get someone who really knows what they are doing to choose the right cameras and the right mounting locations. It's part science and part art form. Getting the right camera for the job in the right location to avoid sun shining in the lens and deep shadows etc can be the difference between an "ok" camera system and a "great" camera system.
